Like other public sector bodies, we have to:
- Achieve best value for money (normally through competition)
- Ensure compliance with the legal obligations under the European Community’s procurement rules
- Ensure that roles and responsibilities of staff are clearly defined and that tendering processes are fair and transparent
Our internal rules set out whether we need quotes or full tenders - but the principle of open and fair competition applies across the board.
Tenders are evaluated on the basis of being the ‘most economically advantageous’ to Sheffield Homes. This involves factors such as whole life cost, quality and delivery against price. The criteria for selecting tenderers and awarding contracts is agreed in advance and shared with all tenderers.
Sheffield Homes has an agreed set of standard forms of contract, which are used with the successful bidder. The appropriate form of contract is always included in the tender document, so there won’t be any surprises!
