What is a Board of Directors?
Sheffield Homes is an Arms Length Management Organisation (ALMO) set up by Sheffield City Council to manage and improve the housing stock.
The Board of Directors consists of 15 Non Executive Directors and they form the strategic link in the legal relationship between Sheffield Homes & Sheffield City Council.
The Board derives its power to manage from the Memorandum & Articles of Association of Sheffield Homes. The powers of the Board of Directors are exercised on behalf of the Council as sole shareholder.
The Board of Directors sets the direction of the company, and takes the lead role in defining the company’s identity, strategies and culture. It is working with tenants and their representatives to ensure that the Sheffield Tenant Participation Agreement is implemented.
The Board is made up of three constituencies – tenants, independents and council nominees. Their are 7 tenants, 3 council nominees and 5 independents.
Tenant Directors are elected by Sheffield City Council tenants.
Independents are selected by the Nominations Panel, a Committee of the Board of Directors.

Each Director is subject to the Board Members’ Code of Conduct of Sheffield Homes.
The Chief Executive manages the company’s day-to-day operations.
What do they do?
A Board of Directors governs the whole organisation and has responsibility for its strategic direction.
This includes:
Devising Strategy - for example developing the Sheffield Homes Delivery Plan, which sets out the overall strategy for Sheffield Homes.
Securing Resources - for example developing the City Wide Investment Strategy for Sheffield Homes.
Discharging Legal Responsibilities
Overall Performance Monitoring -for example agreeing the overall performance indicators and targets for Sheffield Homes and monitoring whether these targets are met via the Local Boards.
The Directors delegate tactical and hands on local responsibilities to Local Boards. These areas of responsibility are chosen from the strategy, objectives, plans, standards, policies, frameworks and targets set for the whole organisation by the Board of Directors. These will have also been agreed with Sheffield City Council and are laid out in the Sheffield Homes Delivery Plan.
