Is my house included in the demolition?

When can I start looking for new properties?
You can start bidding for properties after the declaration date. Your priority for rehousing will be awarded based on the declaration date. For more information on declaration dates please contact your Stock Reduction Team through your Area Housing Office.
How do you prioritise clearance bids for the same property?
If a number of bidders all have the same priority award date, the property will be allocated to the person who has held their tenancy longest.
Can I do a 'Mutual Exchange' or a 'Pre-Tenancy exchange'?
You cannot do a Mutual Exchange if your house is included in a demolition area.
However, you can do a Pretenancy Exchange. Your priority is awarded to the person you nominate to allow them to move, you then move into their house.
If you do a Pretenancy Exchange you will only be offered one property, if you refuse this property the Pretenancy Exchange would be cancelled.
Can I buy my new house (following re-housing) under the 'Right To Buy' scheme?
There are a number of factors that affect your right to buy.

You can contact the team directly, or through your local Area Housing Office. Your local Area Housing Office can then put you in touch with the team or arrange for a member of the HOT to call you back.
Am I eligible for Homeloss and/or Disturbance payments?
Homeloss is paid to all tenants, both council and private tenants, who have lived at the property for a minimum of 12 months.
If you are on a Court Order then you must make payments in agreement with it, i.e. rent plus the amount decided by the court. You must keep to this agreement for at least 13 weeks.
If you do not keep to the court order then you will not be eligible for Homeloss until you have caught up with your agreement i.e. if you miss 4 weeks payments you will have to make 4 weeks payments in order to qualify.

Disturbance payments are made to all tenants and residents no matter how long they have lived at the property.
What is the difference between a Homeloss and a Disturbance payment?
Homeloss is paid to council tenants who have lived at the property for a minimum of 12 months, private tenants who have lived at the property for a minimum of 12 months and to all owner-occupiers.
Private landlords do not receive homeloss payments, as this is compensation for losing your home.
Disturbance payments are made to all tenants and residents no matter how long they have lived at the property. Disturbance payments are to cover some or all of the costs involved in moving house.
When will I receive my Homeloss payment?
You should hand the blue Homeloss form in when you hand in the keys for your old property. When it is received your rent account is checked and if you owe any money (including any rechargeable repairs) it will be taken from the homeloss payment. After this a cheque will be issued which takes approximately 15 working days to arrive.
What do I do if I disagree with my Disturbance payment?

Do I have to use a specific removal company?
You are free to use any removal company but should get at least 3 quotes to ensure you get value for money.
All claims for removal costs must be supported by a receipt, if you fail to produce a receipt you will not be paid.
Who will value my home?
A surveyor from the Land and Property Unit for Sheffield City Council (new window) will value your house. They will contact you directly to arrange an appointment to look at your property.
You can also appoint your own surveyor to independently provide a valuation of your property. You can claim the cost of this back as part of your Disturbance Payment.
What happens if I disagree with the valuation?
If you do not agree with the valuation of your property you must contact the agent acting on you behalf. They will then contact the surveyor from the Land and Property Unit to discuss the offer further and restart negotiations on a price both parties find acceptable.
How much will my homeloss payment be?
Owner-occupiers will receive 10% of the agreed market value of their property with a minimum payment of at least £4,400 (correct as at 2007).
For example:
- Property value £50,000 = Homeloss Payment of £5,000 (Total £55,000)
- Property value £20,000 = Homeloss Payment of £4,400 (Total £24,400)
How long do I have to move into my new property?
If you are moving under clearance you will be allowed two weeks to move into your new property. Under exceptional circumstances you may be allowed a longer period but this is decided on an individual basis and only after discussion with the Allocations Officer.
Owner-occupiers must vacate the property on the day the sale is completed.
Can I leave items in my old property?
No, we ask that nothing be left in a property.
If you want to hire a skip for your rubbish you can claim the cost of this back in your disturbance allowance.
If items are left in the property you will be invoiced for their removal.

When will the empty properties be demolished?
When the last property in the block becomes vacant we arrange for the gas, electricity and water to be disconnected. We also arrange for health and safety checks to be carried out.
As this work is carried out by the gas, electric and water companies we have to rely on their timetables. This work can take up to 10 to 12 weeks.
When all the services are disconnected and the health and safety checks completed the properties are the handed over to the demolition contractor.
What security is available for residents in a demolition area?
Sheffield City Council (new window) employs its own security companies that patrol areas affected by demolition. They will report any screens (security screens are fitted to doors and windows on vacant properties) that are missing and refer anything suspicious to the Police for them to investigate.
There are also regular patrols by the Estates Team employed by Sheffield Homes, who will report screens missing and remove fly tipping and dumped rubbish. They patrol the whole area twice a week and are active throughout the estate.

What do I do if empty properties are attracting youth nuisance?
If you wish to report any empty properties attracting youth nuisance please contact the Tenancy Management or Tenancy Enforcement Team at your local Area Housing Office.
What is a disturbance payment?
Disturbance payments are intended to cover reasonable expenses incurred as a result of clearance. This may include removals, disconnection and reconnection of services, redirection of mail and so on. As such, the amount of payment will vary from one person to the next.
