What is the Respect Standard?

Launched in August 2006, the Respect Standard for Housing Management outlines how organisations like Sheffield Homes should respond effectively to anti-social behaviour and support stronger communities. This includes accountability, leadership, greater resident empowerment and supporting community efforts at tackling unacceptable behaviour.

Publication of the Standard follows extensive public consultation, including a written paper and a programme of regional events.
 
We signed up to it in September 2006, to show our commitment to tackling anti-social behaviour and creating a culture of respect. We will do this through our housing management responsibilities and our broader multi agency role, in partnership with other organisations such as the Police.

The Respect Standard is built around six commitments:

  • Accountability, leadership and commitment
    Landlord need to make a visible commitment to the community, so that everyone understands they take issues of anti-social behaviour and respect seriously and will deliver on their promises.
  • Empowering and reassuring residents
    Landlord and the community need to work as one through involving residents and letting them contribute to decision making. Engagement and effective communications act to reassure and empower communities.
  • Prevention and early intervention
    Landlord can play a key role in preventing antisocial behaviour from occurring. When it does happen, the best results often follow when problems are addressed quickly.
  • Tailored services for residents and support for victims and witnesses
    Success rests on people being prepared to report incidents and then support agencies in taking action. Every case and every person deserves a robust, tailored and sensitive response.
  • Protecting communities through swift enforcement
    Government has provided landlord with the tools they need to tackle a whole range of antisocial behaviour. Landlord need to understand how these tools work and be prepared to use them quickly to protect communities.
  • Support to tackle the causes of anti-social behaviour
    Support can put an end to unacceptable behaviour by tackling underlying causes. This leads to sustainable outcomes and gets people’s lives back on track.

The Government will be encouraging residents to get engaged and hold their landlord to account. The Audit Commission, which inspects landlord, also plans to strengthen its guidelines for landlord on tackling anti-social behaviour. These will reflect the content of the Standard.
