Demolition Programme

This section covers frequently asked questions about the stock reduction project taking place in Sheffield. It includes what to do if your home is planned for demolition, eligibility for homeloss or disturbance payments, and moving out of your home.

Is my house included in the demolition?

For more information on this, please contact your Stock Reduction Team through any local Area Housing Office.

When can I start looking for new properties?

You can start bidding for properties after the declaration date. Your priority for rehousing will be awarded based on that date. For more information on declaration dates, please contact your Stock Reduction Team through any Area Housing Office.

How do you prioritise clearance bids for the same property?

If a number of bidders all have the same priority award date, the property will be allocated to the person who has held their tenancy longest.

Can I do a 'Mutual Exchange' or a 'Pre-Tenancy exchange'?

You cannot do a Mutual Exchange if your house is included in a demolition area.

However, you can do a Pre-Tenancy Exchange. Your priority is awarded to the person you nominate to allow them to move; you then move into their house.
If you do a Pre-Tenancy Exchange, you will only be offered one property; if you refuse this, the Exchange will be cancelled.

Can I buy my new house (following re-housing) under the 'Right to Buy' scheme?

There are a number of factors that affect your right to buy.

To find out if you have the right to buy your house under the 'Right to Buy' scheme please, please contact the Home Ownership Team (HOT), based at Howden House on 0114 2735 902.

You can contact the team directly, or through any Area Housing Office, who can then put you in touch with the team or arrange for a member of the HOT to call you back.

Am I eligible for Homeloss and/or Disturbance payments?

Homeloss is paid to all tenants, both council and private, who have lived at the property for a minimum of 12 months.

If you are on a Court Order then you must make payments in agreement with it, i.e. rent plus the amount decided by the court. You must keep to this agreement for at least 13 weeks.

If you do not abide with the court order, then you will not be eligible for Homeloss until you have caught up with your agreement, i.e. if you miss four weeks’ payments, you will have to make four weeks’ payments to qualify.

Disturbance payments are made to all tenants and residents no matter how long they have lived at the property.

What is the difference between a Homeloss and a Disturbance payment?

Homeloss is paid to council and private tenants who have lived at the property for a minimum of 12 months and to all owner-occupiers.

Private landlord do not receive homeloss payments, as this is compensation for losing your home.

Disturbance payments are made to all tenants and residents no matter how long they have lived at the property. They cover some or all of the reasonable costs involved in moving house as a result of demolition. Including removals, disconnection and reconnection of services and redirection of mail, the amount paid will vary from one person to the next.

When will I receive my Homeloss payment?

You should hand the blue Homeloss form in with the keys to your old property. When it is received, your rent account is checked and if you owe any money (including any rechargeable repairs), this is taken from the homeloss payment. A cheque will be issued, which takes approximately 15 working days to arrive.

What do I do if I disagree with my Disturbance payment?

If you are not happy with the payment you receive for disturbance you should contact Kier Asset Partnership Services on either of the numbers below:

Do I have to use a specific removal company?

You are free to use any removal company, but should get at least three quotes to ensure you get value for money.
 
All claims for removal costs must be supported by a receipt. If you fail to produce one you will not be paid.

Who will value my home?

A surveyor from Kier Asset Partnership Services will value your house. They will contact you directly to arrange an appointment to look at the property.

You can also appoint your own surveyor to provide an independent valuation. You can claim the cost of this back as part of your Disturbance Payment.

What happens if I disagree with the valuation?

If you do not agree with the property valuation, you must contact the agent acting on you behalf. They will then contact the surveyor from Kier Asset Partnership Services to discuss the offer further and restart negotiations on a price both parties find acceptable.
